Beacon Federal Advisory
Technical pursuit leadership for federal R&D proposals.
We help firms make complex technical ideas clear, defensible, and ready for federal R&D reviewers.
The Problem
Strong technical ideas often fail at the proposal stage.
Federal R&D reviewers are not only reading for clarity. They are testing whether the proposed science, AI/ML approach, mathematical logic, milestones, and evaluation plan can withstand scrutiny. Firms often lose ground when technical staff are too busy to write, when proposal teams cannot independently assess the substance, or when AI-generated prose creates a fluent narrative around claims that have not been adequately defended.
What We do
We lead the technical case before reviewers find its weak points.
We work on federal R&D pursuits where the science, AI/ML approach, mathematical logic, or health-science claims drive the award decision. Most engagements fall into one of three shapes:1. Technical Stress Test for teams with a draft who need to know where it breaks. We read the solicitation and your current technical volume the way an expert reviewer would, then tell you what won't survive scrutiny. You get a written findings memo covering technical weaknesses, unsupported claims, evaluation-plan gaps, and milestone risk.2. Technical Volume Leadership for teams whose technical staff don't have the bandwidth to write. We own the technical volume end to end: architecture, drafting, evidence, figures, and revision through submission. You stay the source of technical truth; we do the work of turning it into something a reviewer can score. Includes coordination with your capture and pricing leads so the technical case matches what the rest of the proposal promises.3. Targeted Red Team Review for teams who need an independent check on one specific thing. A focused review of a single high-risk element: an ML evaluation plan, a statistical approach, a clinical or health-science claim, a technical milestone schedule. Narrower and faster than a full stress test, for when you already know where you're uncertain.
Why Us
We know how to win and deliver federal R&D work.
Our team brings experience writing and winning more than $12M in federal R&D awards, including technical-volume leadership, prime proposal development, subcontractor proposal support, and post-award execution. We understand both sides of the problem: how to write a proposal that reviewers can score, and how to make sure the proposed technical work is real enough to deliver after award.
Who You Get
A small technical team, built for high-stakes R&D proposals.
Chris Puglisi is a technical pursuit lead with experience across AI, health science, mathematics, and federal R&D. Chris has led and won more than $10M in federal work, including proposal development and technical delivery. He holds an M.S. in Mathematics from Johns Hopkins and a B.S. in Biomedical Engineering from UVA.Matt Huo is a technical reviewer with experience in software engineering, program management, and systems execution. Matt pressure-tests technical claims, methods, evaluation plans, and implementation risks. He brings experience from Amazon and B.A. in computer science and commerce from UVA.Charlie Tolleson is a proposal strategist with experience in systems engineering, business intelligence, and agentic AI. Charlie supports proposal structure, narrative clarity, and submission readiness. He brings experience from Meta and Amazon and a systems engineering background from UVA.
